The position of Deputy Financial Controller is one of two posts that provides support to the Financial Controller of East and North Hertfordshire NHS Trust in the delivery of financial and operational objectives.

The Deputy Financial Controller has prime delegated responsibility to direct, lead and manage the production of the statutory and operational reporting of the Trust, its associated Charity, and its wholly owned subsidiary limited company, ENH Pharma, including the production of individual entity and Consolidated or ‘Group’ Accounts.

Delegated responsibility for operational and transactional financial accounts, including working capital management, will sit primarily with the second Deputy Financial Controller – Operations post, although there is a requirement to provide cross-cover between the posts if necessary.

PRINCIPAL RESPONSIBLITIES/COMPETENCIES:

The Deputy Financial Controller will participate in the Trust senior management groups and the senior finance team and their agendas.

The Deputy Financial Controller will be instrumental in the provision of expert specialist financial and technical advice and information through the Financial Controller, or depending on circumstances direct to, the Deputy Director of Finance and Director of Finance, other Directors and the Board and Trust senior managers to support the operational and strategic management of the Trust.

The Deputy Financial Controller is responsible for the for the day-to-day management and performance of staff within the Financial Accounts Technical team, including finance staff responsible for Charities and ENH Pharma reporting, including;

  • Ensuring that the Trust meets its statutory financial targets;
  • Production of the Trust Financial Statements in line with International Financial Reporting Standards and regulations appropriate to the public sector and the NHS in particular;
  • Production of the Charitable Funds Financial Statements in line with accounting standards outlined in the Charity Statement of Recommended Practice;
  • Production of ENH Pharma Financial Statements in line with accounting standards for small and medium-sized companies;
  • Production of Group or consolidated financial statements, appropriately adjusted for interpretations of differing accounting requirements;
  • Providing corporate governance lead for finance and advises Directors on the interpretation of national guidance and accounting manuals, and business cases review.
  • Ensuring that the finance department meets its internal control and governance framework objectives which includes maintaining grip and control of the finances of each of the organisations.

The Deputy Financial Controller will also ensure efficiency and effectiveness of the overall finance function and will be responsible for the integrity of processes and systems within it.

Candidates for the Deputy Financial Controller  position will be CCAB qualified with full membership and evidence of up-to-date continuing professional development. You will have substantial financial accounting and management experience within a similar NHS environment. You will have end to end experience of leading and delivering statutory accounts, to timetable, including liaising with internal and external auditors. You will naturally possess exceptional communication and leadership skills, which build confidence, strong collaborations and partnerships across departments, as well as effectively communicating complex financial issues to financial and non-financial stakeholders.

The Deputy Financial Controller will be proactive in their ability to undertake problem solving and action, as well as expertly interpreting policies, guidance, and accounting standards, to support and guide managers at all levels with financial control, effective utilisation of resources, good financial management practice and service planning.
