Gloucestershire Hospitals NHS Foundation Trust is one of the largest hospital trusts in the region, with an annual turnover of c£550million, providing high quality acute, elective and specialist care to a population of more than 612,000 people.

The Trust was formed in 2002 with the merger of Gloucestershire Royal and East Gloucestershire NHS Trusts, becoming one of the first Foundation Trusts in the country and runs Cheltenham General and Gloucestershire Royal Hospitals, as well as Stroud Maternity Unit. Doctors and nurses also see patients at clinics in all of the smaller hospitals across the county. The hospitals are district general hospitals with a great tradition of providing high quality hospital services; some specialist departments are concentrated at either Cheltenham General or Gloucestershire Royal hospitals, to make best use of the expertise and specialist equipment needed. In recent years there has been significant financial investment at both hospitals, resulting in state-of-the-art buildings and facilities for patients with further investment being made to improve services across their sites.

Having selected the best Executive leaders from the UK’s healthcare industry and along with the support and dedication of the Trusts staff, they have steered the organisation towards financial sustainability as well as achieving an overall improved rating of ‘good’ from the CQC, with some areas marked ‘outstanding’.

To ensure delivery and long term sustainability of this there has been a huge investment in to the finance team, strengthening the departments by implementing a number of key positions to lead and support the various functions and as a result we are delighted to be working on this great opportunity for an Associate Director of Financial Management (8D) to be a driving force in influencing and shaping the direction of travel and supporting the organisation on their journey to ‘outstanding’.

The Associate Director of Financial Management will be responsible for the management of Senior Business Partners, Finance Business Partners, Finance Managers and Finance Analysts and provide professional oversight to those staff to deliver both the Divisional and the Trusts’ corporate objectives. You will be responsible for leading and developing a team of professionals ensuring a comprehensive and efficient service is provided at all times.

The Associate Director of Financial Management role includes specific responsibility for ensuring the provision of effective Business Partnering to all Divisions of the trust, by ensuring that the Business Partners are capable of and undertake to:

  • Support and influence strategic and operational decisions
  • Interpret, explain and drive financial performance
  • Advise on planning assumptions, external and internal context, benchmarking and commercial opportunities
  • Analyse, advise on and mitigate financial risk in the organisation
  • Challenge behaviour that disregards the Trust’s financial principles, procedures and policies

The Associate Director of Financial Management will take responsibility for ensuring consistency, efficiency, effectiveness, integrity and business focus of financial systems and processes across divisions. You will be responsible for enhancing relationships between finance and all other trust departments, whilst ensuring trust managers and budget holders meet their financial responsibilities. You will provide professional leadership of the financial management function and ensuring that the financial management team develops and maintains a customer focus to its service and meets clear standards of behaviour and service delivery.

The Associate Director of Financial Management will provide technical information and advice which is targeted at ensuring financial stability and control in the Trust during periods of substantial change in organisation management, costing and funding arrangements. You will support the Director of Operational Finance in developing “in year” financial strategies to manage risks and reserves to ensure delivery of objectives for the future, in response to an ambitious and challenging agenda for the Gloucestershire system.
