CY Executive Resourcing are pleased to be supporting Gloucestershire Hospitals NHS FT in the recruitment to this key strategic position, the Project Accountant (AFC band 8c).
After a period of substantial investment in the finance team, and bolstering resources, this newly created position is directly responsible for the overall financial support to key Trust projects and the development of the long term financial plan, including financial and non-financial reporting, business case production, annual and long term planning processes and financial input into major projects. You will ensure that all aspects of the Trust’s Financial Policies including Trust Standing Financial Instructions and Standing Orders are adhered to by implementing and managing the long term financial planning process across the Trust, working with the Associate Director of Financial Management and Head of Financial Services to ensure consistency with annual revenue and capital plans.
The Project Accountant will have in-depth knowledge of financial and accounting procedures, financial aspects of NHS legislation and policies as well as advanced practical knowledge and understanding of strategic and operational planning, budgeting and performance monitoring, project accounting and business case development. You will have a high level of knowledge of the planning cycle in the NHS and a detailed understanding of acute sector operational flows and complex clinical pathways.
The Project Accountant will play a key role in the Trusts long term strategy, ensuring that Trust projects, where driven by national or local initiatives, are fully supported and developed with reliable and robust financial input and advice. You will work with non-financial managers up to Executive level to support the construction of business cases ensuring all aspects of capital and revenue finance are included and all areas to be impacted are covered. As the lead on capital planning for the Trust including the development, prioritisation and monitoring of the capital plan, assimilation, interpretation and presentation of complex financial and non-financial information is expected, including performance indicators, to multi-disciplinary teams of clinical staff and senior managers from within the organisation. You will also work with external colleagues outside of the Trust (e.g. commissioners, regulators, local authority, STP partners other providers etc) to ensure consistency with local strategies and national operating frameworks, developing shared approaches to planning.
As strategic finance lead the Project Accountant will also work with Divisions and Directorates to evaluate the long term financial impact of key service changes and ensure that these are reflected in the Trust’s long term financial plan. You will actively participate, with senior colleagues, in reviewing Divisional business plans to ensure value for money and consistency with the Trust’s strategic aims and objectives, providing Finance Managers with support and advice on financial and non-financial aspects of the business plans to ensure that finance, workforce, capacity and activity are aligned to meet agreed plans and required service standards
